Who We Are
Norman Livingston Kerr, MSW
Founder & Chief Executive Officer
Norman Livingston Kerr is the Chief Executive Officer of Trajectory Changing Solutions (TCS), a firm that strengthens community-based organizations and municipalities to effectively implement evidence-informed violence reduction strategies. With over 30 years in social services and government, Norman is a nationally recognized leader in community violence intervention (CVI).
He previously served as Director of CVI for The Health Alliance for Violence Intervention (The HAVI), leading White House-supported initiatives that provided technical assistance to cities nationwide. Prior to that, he was Deputy Mayor for Public Safety for the City of Chicago, where he led the city’s first Office of Violence Reduction, coordinating evidence-based strategies across agencies.
Earlier, at UCAN, Norman launched and expanded the Violence Intervention and Prevention Services (VIPS) department to more than 100 staff, advancing trauma-informed programs across Chicago’s most impacted neighborhoods. He began his career with Cure Violence (CeaseFire), serving as Director and International Liaison for programs in the Caribbean and Canada—work featured in the acclaimed documentary The Interrupters.
Norman holds degrees from Illinois State University (Political Science) and the University of Chicago Crown Family School of Social Work. Beyond his professional impact, he finds balance through cooking, baking, traveling, and performing with his reggae band.

Tracey G. Lee
Director of Administration & Training
At TCS, Tracey G. Lee serves as our Director of Administration and a seasoned Community Violence Intervention (CVI) Consultant who drives transformative change for our clients. With a diverse skill set encompassing project management, training facilitation, and a former program director for Street Outreach and Victim Advocacy programs in the City of Chicago, Tracey is instrumental in reshaping the trajectories of the cities and organizations we serve.
Her dedication to excellence and passion for community empowerment are evident in every aspect of her work. From developing comprehensive violence reduction programs to coordinating training sessions and research initiatives, Tracey ensures that our efforts are impactful and efficiently managed.
With Tracey’s leadership, TCS is at the forefront of driving positive change in the field of Community Violence Intervention. Her commitment to our mission fuels our collective efforts to address the root causes of violence and create lasting solutions that make a tangible difference in the lives of individuals, families and cities.


Alicia Mosley
Training & Technical Assistant Specialist
Alicia D. Mosley is a speaker, teacher, author, and behavioral health professional with over fifteen years of leadership experience. With a background in psychology, sociology, and healthcare administration, she is also the Founder and CEO of Natural Stemulus, a holistic health and wellness company. Alicia is passionate about empowering individuals to live with purpose, faith, and wholeness.
She holds dual Bachelor’s degrees in Psychology and Sociology, and a Master’s degree in Health Care Administration. Alicia joined TCS in September 2025 and contributes to strategic leadership, program development, and workforce support.

Alicia loves nature, traveling, and exploring new places and things. She desires to visit every continent, and although she was born in winter, she loves summer.
Courtney Gipson
Administrative Assistant
Courtney Gipson, a west side Chicago native from the Austin community and the Administrative Assistant at Trajectory Changing Solutions (TCS). Courtney joined TCS in 2025 and brings over six years of experience in violence prevention, having worked as both a victim advocate and clergy advocate.
She is deeply committed to supporting community-centered work and believes in balance, often finding peace and restoration through long walks in nature.

Devin Berzon

Research & Data Associate
Devin Berzon is a high-honors Criminology graduate of DePaul University, where he also minored in Psychology. While his early work centered on re-entry and job readiness with justice-impacted individuals at Saint Leonard's Ministries, his primary focus today is Community Violence Intervention (CVI).
Through TCS, Devin is actively expanding his experience in the CVI field, supporting community-based strategies that prevent violence, strengthen neighborhoods, and create sustainable opportunities for those most impacted. His background in criminal justice policy research, data analysis, and advocacy — along with his involvement in Parole Illinois and membership in Alpha Phi Sigma — continues to shape his thoughtful, research-driven approach to violence prevention. He is deeply passionate about promoting peace, advancing equitable systems, and contributing to long-term solutions that reduce harm and uplift communities.
Outside of his professional work, Devin brings the same energy and enthusiasm to his personal interests. He is an avid fan of movies and television, a dedicated supporter of the Chicago Bears and Chicago Bulls, and a proud buffalo chicken wing enthusiast. Whether engaging in community work, cheering on his teams, or enjoying a great film, Devin approaches everything with passion, curiosity, and purpose.
As his career continues to evolve, Devin remains focused on deepening his impact in Community Violence Intervention while striving to help build safer, stronger communities grounded in opportunity and peace that cannot wait!

Lia Vardam
TCS Intern
Lia Vardam, from Stockholm, Sweden, is a Criminal Justice student at North Park University in Chicago and an intern at Trajectory Changing Solutions. She is passionate about advocacy and community-based work, with a particular interest in supporting survivors of human trafficking and sexual harm.
Through her internship, she is gaining hands-on experience while continuing to grow professionally in the field. TCS is excited to have her onboard!
